GCGRA CEO Kevin Mullally stressed the importance of abiding by the law, stating, "The GCGRA is committed to ensuring a safe and legal gaming environment in the UAE." He added, "These unlicensed businesses have not evaluated their technology or games independently for fairness and security. They are not required to act responsibly or incorporate basic consumer protection. They are not subject to advertising regulations and lack any oversight of their finances, including having reserves for prize payouts and complying with anti-money laundering laws."

No Definite Target

In its statement, the GCGRA did not point fingers at any companies illegally targeting UAE players. However, several gaming operators are known to be active in the underground market. Reports estimate nearly $40 billion is transacted with gambling-related domains annually, which is more than what is accounted for by licensed operations.

Previously, two high-profile lotteries operated in the region: Emirates Draw and Mahzooz. The platforms have ceased operations since January 1st, 2024, upon the GCGRA's request. Mahzooz has since announced plans to seek other gaming verticals in the UAE.
