Sam's election into office comes at a period when Macau seeks to diversify its economy to shift away from its overdependence on gambling. In his victory speech, the Chief Executive-elect highlighted the unsustainability of the region's reliance on the industry.
Macau has only started recovering from the devastating blow of the COVID-19 pandemic, which exposed the city's concerning dependence on the gambling sector. The industry, which accounted for over 60% of the region's GDP pre-pandemic, dropped to less than 40% by 2023. 2024 is the first year Macau has recorded higher betting volumes than 2019.
Sam stressed the need to restructure the gaming industry to balance its economic contribution with other sectors. He plans to integrate national development plans and implement China's "one country, two systems" principle.

As a native of the southern Chinese province of Guangdong, Sam is the first Chief Executive hailing from mainland China. Also, he is the first CE-elect from the legal profession. Sam still has to show his true mettle over the next few years. Macau is the only Chinese region with legal gambling, making it a significant revenue source.
